Transports presents the results of the Plan of Inspection of 2023, with a collection of 90 millions
The Ministry of Transports and Sustainable Mobility has presented this Monday 22 April to the associations of carriers the results of the National Plan of Inspection carry in the past year 2023 so much by the State as by the Autonomous Communities in the sector of the transport of commodities by road, and that has launched some similar results to the ones of the anterior year when having maintained the recovery of the activity after the impact by the pandemia that there was in the anterior years.
Like this, in spite of that the infringements detected in 2023, a total of 166.540 files, are something upper to the 151.959 habidas in 2022, having resolved a total of 144. 608 infringements; however it maintains the amount collected in the anterior year, in concrete of 90,1 million euros, inferior to the record achieved in 2019 that added a total of 91 millions.
A year more, the most usual infringements are the referred to the times of driving and rest, with a total of 71.030 files incoados in 2023 in front of 73.336 of files in 2022, in front of 64.031 in 2021, although the majority, in concrete, 74% of the same continue being slight. By manipulation of the tacógrafo incoaron in total 104 penalizing files, in front of 142 in 2022. In matter of limiter of speed imposed a total of infringements of 560 infringements.
REGARDING the control of the working times of the professional drivers, checked a total of 4.184.3880 of days in 2023, very similar to 2022, having detected 25% less than infringements so much in road as in companies concerning the anterior year.
REGARDING the realisation of the transport without permission imposed in 2023 a total of 8.698 infringements, of which were resolved a total of 6.317, having sobreseído a total of 503 penalizing files.
REGARDING the international transport, incoaron in 2022 a total of 1.065 infringements in 2023 to foreign companies that operate in Spain in front of 803 files in 2022, what has supposed an increase of 19% concerning the anterior year.
In matter of excesses of weights, produced in 2023 an increase in the number of infringements incoadas, in concrete 21.176 files in front of the 18.167 detected in 2022. Although the main part of the infringements produce in the public transport of commodities, in concrete 70% of the total for being significantly main the fleet that in private transport, however, contrasts that the main part of the infringements are of slight character in public transport and very grave in the case of the private transport.
In matter of visas of permissions, produced an increase of 21% in the number of infringements detected in 2023, take that like consequence of the pandemia expanded the term to make the visa until this year 2023. Likewise as it establishes in the new ROTT approved in 2019, checked the past year to 10.211 companies of transport of commodities the real links of the agent of transport with his company, having detected a total of 410 infringements.
In matter of control of the morosidad have incoado in 2023 a total of 4.635 infringements for breaking the legal time limits of payment in front of alone 238 in 2022, what supposes an increase of 1.847%, of which have resolved a total of 3.411 infringements, corresponding to performances carry by the Ministry of Transports and the Autonomous Communities. In matter of prices have made 209 inspections of which have incoado a total of 24 infringements. In matter of load and download have made 437 infringements, but only have imposed 15 infringements by this concept and other 24 by other matters.
On the other hand, it fits to signal that it produced an increase in the infringements committed so much in the transport of dangerous commodities (11%),transport of perishable commodities (30%) and regarding lack of permission CAP (+11%).
Finally, the Ministry of Transports has confirmed that to finals of this year will set the new European Regulation that establishes the common formula in all the European Union to calculate the classification of risks of the companies of transport, for whose calculation will take the historical on the number, gravity and frequency of the infringements imposed to each company carrier, as well as the results of the controls when it have not detected any infringement, and if a company of transport by road has been using the tacógrafo intelligent.
The aim of said Regulation is to contribute to the harmonisation of the practices of control in all the Union, guaranteeing that all the drivers and companies of transport receive the same deal regarding the controls and the sanctions with arrangement to the norms of the applicable Union. In function of the coefficient of risk that each company carrier possess, will allow to do an inspection but selective on the companies that have a main index of risk.
